University of the Rockies, a graduate school specializing in psychology programs at the master’s and doctoral levels, announced that Dr. Tina Parscal, a Colorado native with over 20 years of higher education experience, has been appointed to the position of University Provost. Dr. Parscal will serve as a member of the University’s executive team, overseeing the academic affairs and faculty departments within the institution. Dr. Parscal is the first woman appointed to this position at University of the Rockies. She will be based out of San Diego, California, and will divide her time between Colorado Springs and San Diego. “Dr. Parscal is a proven leader in higher education, online learning and instructional design,” said Dr. Charlita Shelton, president of University of the Rockies. “She has been instrumental in developing the systems, quality standards, and infrastructure for teaching and learning in classroom, online and blended learning environments. I am confident in her ability to fulfill our academic goals and to meet the learning needs of our students as we continue to grow.” Dr. Parscal joined University of the Rockies in May 2009 as Director of Academic Quality. Previously, she served as the founding director of education and professional studies programs at Colorado State University-Global Campus. She also led distance education programs for Regis University and served as Academic Dean for the International School of Information Management, and has taught at the collegiate level since 1990. Her education includes a bachelor’s degree in psychology and sociology from Regis College, a master’s of Social Sciences from the University of Colorado, Denver, and a PhD in Education from Capella University. She has consulted internationally on distance learning, curriculum and faculty development and instructional design, and has published in the areas of quality assurance in higher education, adult learning, ethics in online teaching and faculty development.
